MEDSTAT II aims at improving the sustainable capacity of the Mediterranean Partners to produce and publish comprehensive, reliable, timely and relevant statistics in different sectors to meet international standards and to answer users' needs. It emphasizes in particular institutional and inter-institutional strengthening, data exchange between the Euro-Mediterranean Partners, harmonization of statistics towards international and European Union standards and more visibility of the Euro-Mediterranean statistical partnership.
Lot 1 aims at enhancing the MEDA National Statistical Systems. The particular focus is put on horizontal issues linked to the Euro-Mediterranean official statistical cooperation, i.e the capacity building and the development of strategies and planning, so as the mission of each Mediterranean national statistical office is fulfilled. Lot 1 implementation builds on information systems and training activities to support the transfer of know how, data collection and validation of statistics. Lot 1 has to be implemented in close and tight co-ordination with Lot 2.
Lot 2 relates to all sectoral aspects of the Euro-Mediterranean official statistical co-operation. Sectors concerned are external trade, national accounts, transport, tourism, agriculture and social statistics. Energy, migration and environment statistics may be incorporated at a later stage.
The tasks foreseen under this lot are the assessment of Mediterranean partners ' statistical system, the transfer of statistical know how in the sectors listed above, the adoption of international methodological standards and the data collection and validation in all the relevant sectors. Lot 2 has to be implemented in close and tight co-ordination with Lot 1.

CONDITIONS OF PARTICIPATION
11. Eligibility
Participation is open on equal terms to all natural and legal persons of the EU Member States and of the MEDA Countries and Territories (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey and the West Bank and Gaza). MEDA Countries and Territories Statistical Offices and any other entity charged of official statistics, being the direct beneficiaries of this programme, are not eligible to participate.
12. Candidature
All eligible natural and legal persons (as per item 11 above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (ie, the leader and all other partners) are jointly and severally liable to the Contracting Authority.
The participation of an ineligible natural or legal person (as per item 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.
13. Number of applications
No more than one application can be submitted by a natural or legal person (including legal persons within the same legal group), whatever the form of participation (as an individual legal entity or as leader or partner of a consortium submitting an application). In the event that a natural or legal person (including legal persons within the same legal group) submits more than one application, all applications in which that person (and legal persons within the same legal group) has participated will be excluded. In addition to the above, the same natural or legal person (including legal persons within the same legal group as above) can only be selected for one of the Lot.
14. Shortlist alliances prohibited
Any tenders received from tenderers comprising firms other than those mentioned in the short-listed application forms will be excluded from this restricted tender procedure. Short-listed candidates may not form alliances or subcontract to each other for the contract in question.
15. Grounds for exclusion
As part of the application form, candidates must submit a statement to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide to contract procedures financed from the General Budget of the European Communities in the context of external actions (available from following Internet address: http://europa.eu.int/comm/europeaid/index_en.htm).
16. Sub-contracting
No sub-contracting will be allowed.
17. Number of candidates to be short-listed
On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract.

36 months, with possibility to extend the period if necessary.
SELECTION AND AWARD CRITERIA
21. Selection criteria
The following selection criteria will be applied to candidates. Each candidate should demonstrate good skills in managing co-operation programme, in capacity building and in official statistics programme management. Member State National Statistic Offices, universities and similar public or private entities are also welcome to participate to this Tender.
These selection criteria will be applied to the candidate as a whole:
1) Economic and financial standing of candidate [based on item 3 of the application form – please respect the years as requested]
(a) the average annual turnover of the candidate ( for the Leader in case of Consortium) must exceed 10M€ per year in the last 3 years (2001-2002-2003) or management of similar budget in case of public entities. In case of consortium, each of the other Partners must exceed 2M€ per year in the last 3 years (2001-2002-2003).
2) Professional capacity of candidate [based on items 4 and 5 of the application form]
(a) at least 20 permanent staff is currently working for the candidate in fields of statistics;
(b) at least 5 permanent staff is currently working for the Leader of the candidate in fields of project management and backstopping.
3) Technical capacity of candidate [based on items 5 and 6 of the application form]
(a) the candidate can prove at least 5 year of specific experience in the field of management of official statistic project or programmes;
(b) the candidate can prove at least 5 year of specific experience in the management of External Aid co-operation project or programmes;
(c)
for
Lot 1 the candidate can prove
at least 5 year of
specific experience in informatics, information technologies, training and
capacity building;
for Lot 2 the candidate can prove at least 5 year
of specific experience in all of the
given thematic fields.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the eight best applications for the tender procedure. The only factors which will be taken into consideration during this re-examination are:
1) experience in executing project/programmes in the Mediterranean region.

As specified in the tender dossier annexed to the letter of invitation to tender which will be sent to short-listed candidates.

Any application received after this deadline will not be considered.
24. Application format and details to be provided
Applications must be submitted using the standard application form, whose format and instructions must be strictly observed.
Any application which does not observe these provisions will be automatically eliminated. Any additional documentation (brochure, letter, etc) sent with an application will not be taken into consideration.

7 individual forecasts have been published the 07/07/2004; the Contracting Authority has decided to group the various activities into two Contracts.
